Victor Kovalev,

Ural State University of Economics,

Head of Department of foreign economic activity,

Cand.Sc.(PhD) (Economics), Associate Professor


Victor Kovalev has actively carried out research and consulting activities in the areas of Eurasian economic integration, trade policy (antidumping, countervailing measures, safeguard actions), foreign trade transactions and customs procedures in Eurasian Economic Union, Russian Federation’s negotiations to join the WTO. His research has been supported by government agencies and private industry.


At Ural State University of Economics, Victor Kovalev has taught many International Business courses, including Foreign Trade Transactions; Customs Procedures;Trade Policy and WTO Rules, Eurasian Economic Integration. Moreover, he has served on some committees at the university levels, including Scientific and technical council of the Ural State University of Economics (USUE), Council of USUE young scientists.


Victor Kovalev is an independent expert of commissions for holding contests for filling vacancies in the state civil service and attestation commissions of the Ural Customs Administration  in Federal Customs Service of the Russian Federation and Ural Operative Customs. He is also a leading lecturer of the educational program “Customs regulation after Russia’s accession to the WTO”, implemented by the Ural Chamber of Commerce and Industry for enterprises of the Sverdlovsk region, which are engaged in foreign trade transactions.
